Steve provided commercial thought leadership in structuring lease agreements with existing landowners whose buildings were to accommodate stations. Advised the City’s technical team on general construction contract procurement, covering tunnels, structures, and stabling facilities. Supported the enabling works program, including the diversion of downtown underground utilities in preparation for tunnel construction. Additionally, contributed to the development of the infrastructure technical performance specifications.
